Myles, you might not get much of a response, since US spec. cars don't have that feature. I looked it up in my shop manual, and it appears that both light motors are supplied from the same circuit. So, if neither light moves, it is not the motors. Pull the plug off the adjusters and see if you have 12 volts on pin 2, a ground on pin 1, and a voltage that varies with the selector on the dash. In early models (up to about 1992 or 1993), it looks like the control circuit is fed from fuse 12. If you have voltage at fuse 12 (with the key in the on position), and the fuse is not blown, then it has got to be a problem with the controller in the dash.

The controller is a four position switch connected to a voltage divider (a series of resistors between 12 volts and ground). If one of those resistors was open, that would cause the system to fail.

I have no personal experience with this system, but I think trouble shooting should be straightforward.
