And does the car have traction control? Depending on when she steps on it, i.e., if she's stomping it from a stop or pulling out to pass a Hummer she can't see past, it may well be a normal condition. In other words, traction control will intervene any time it detects wheelspin up to about 25 MPH, which feel a lot like limited boost, since it is essentially. Otherwise, you may have a variety of sensor or vacuum issues for which you should do a search for "turbo boost" and learn of the range of possible symtoms.

One thing that comes to mind, though, and an easy check, is to see if your wastegate rod has fallen off the wastegate. You can check this from under the car. The turbo is on the radiator side of the engine, and on its underside is the wastegate lever and rod, which obviously should be connected. It's not uncommon for the rod to fall off, and you can simply reattach the rod and clip it in place using a Nasa-approved paper clip. Nothing like a $.20 fix!
