The rear window fans come on, as stated before, to prevent fogging on cool days.
They also come on when the system is cooling the interior. I think this is a smart idea. Cooling a "living space" is a complicated science. THe more air movement you can have, the better off you are. If there are no passengers, I turn mine off. Otherwise, I'll leave them on to promote air flwo and reduce stagnation. (Remember, cool air sinks,and warm air rises...and these fans pull air from the shady area by the seat bottom and move it up into the upper half of the cabin.)
Cooler air can be kept cool with more efficiency than hot air can be cooled down, hence the recirculate mode once the car has cooled the interior to a temperature below that of the outside air.
I think Saab did a fine job (especially considering when they did it). They went so far as to assume that an oblivious driver could get in and drive....and his passengers would be comfortable, and he would be able to see out the windows when he looked. And aware driver doesn't need the help of the ACC, so the system can be told what to do manualy if desired.
Granted, it's not perfect, but the ACC is nice.
