The ABS system continuously performs a set of self tests. If one fails, the ABS light comes on, and the ABS won't work any more. The brakes will work just fine, but the ABS won't work.
As turrbo says, this assumes the light is on while driving.
The most common reason would be a bad ABS sensor. However - it's normal for the ABS light to come on for a few seconds when you start the car. If the ABS light stays on and the car hasn't moved, then chances are the problem is a bad ABS sensor. About $75 for the sensor, plus labor to install. However, if the light comes on only after you've started moving, it could be a dirty ABS shutter wheel. This is a gear-like thing inside the hub that tells the ABS wheel sensor that the wheel is turning, and how fast. Sometimes cleaning the gunk out of it can help.
Which ABS sensor is it? A mechanic with a TechII can read out the codes and tell you. It could also be as simple as needing to reaseat the connector on the ABS box, or much, much more expensive. Only a mechanic that troubleshoots the system can tell you.
