What you do is remove the fuse panel, take out those awful fasteners (I broke 2) that hold the carpet piece to the bottom of the dash panel (down under the airbag) and pull down the fuse panel and remove that carpet piece (it wraps up and kinda tucks in where the floor meets the back of the firewall. Then you'll be able to see the relays sittin' in there. Just kinda tug it and play with it until you can access the back, where IIRC the wiper relay is located. It took me maybe 15 mins total to remove it, pop the intermittent relay in and put it back together. If you're still stuck, I'll see if I took pics (don't remember if I did or not) and post them. You should be able to figure out how to do it just by looking.
