But, there might be some other source of moisture getting into the oil, and/or a problem with the crankcase ventilation system. I recall there were occasional instances of foamy oil that weren't the result of compromised head gaskets. I believe the issue was that faulty PCV systems were resulting in high amounts of water vapor staying in the crankcase, which would condense and create the milky oil.

Try a search for "milky" or "foamy" oil and see if you dredge anything up in the archives.

Also, try a test to see if the cooling system is getting any pressurization from the combustion process: Immerse the small-diameter return line to the expansion tank in a clear bottle filled with water. With the car running, look for air bubbles coming out of the hose. If they're present, then you can conclude the head gasket is the culprit.

If it is the head, best course of action is to have the head resurfaced. Skipping this step is okay if you're having minor leaks, not so much if there's a major failure. Valve work should not be necessary.
