You jumper fuel pump relay pins 30 to 87 and the pump doesn't run.

Do you have voltage on pin 30 of the relay? If not, the issue is at the Main Relay.

If you have voltage on pin 30, you'll have it on Pin 87 when you jumper it. If the pump still isn't running, what is the voltage on fuse 14? It should be 12 volts - pin 87 connects to fuse 14. Measure BOTH sides of the fuse. Heck, replace the fuse. I've actually seen a case where you could measure the voltage on the 'face' of the fuse (the little tabs you can reach when it's plugged in" but the fuse not conduct.

Fuse 14 connects directly to the pump. Or it should.

Basically, power comes from the main relay to the fuel pump relay contacts, to fuse 14, to the fuel pump. The fuel pump relay is disabled by either the anti-theft system or the ECU if the engine isn't turning (CPS). But if you jumper pins 30 to 87 of the fuel pump, all the anti-theft and ECU/CPS claptrap is out of the loop.
