This happened to me a few years ago. The ignition tumbler totally froze up, wouldn't turn to the release position. Instead of hacking it up like this, I remove the steering wheel and the entire cast housing, then with it out drilled out the tumble to salvage the casting. This was a big job, and Saab doesn't recommend splitting the steering shaft. Don't know why, as everything went back together just fine.
It would have been almost impossible to drill it out in place. My guess is this is what happened with your car.
