Adjusting boost pressure ('93 Aero)

So, Ive been thinking my car is over boosting but I am realizing that wastegate rod adjustment may be in order. The reason I am leaning this way is that my boost gauge will go all the way into the red but it will seem to stay pretty steady right at the end of the red... Also, at idle, the boost needle sits very close the start of the yellow (should be half way in green?). I know the in car gauges aren't exact but it seems off. This summer, after I replaced the BPC, I was boosting to the end of the dashed yellow and holding. At idle i remember it sitting lower in the green...
My turbo WAS out of the car last month when the mech thought it needed replacing. The head ended up being cracked (after HG/valve job... long, crappy story.. see posts from last month if interested) So its totally possible that the wastegate got adjusted improperly?
Does anyone have recommendations on a good quality but somewhat inexpensive gauge that I can buy to sort this out? Any good write ups on doing the adjustment?
