Honestly despite all the posts to the contrary I don't think the 9k clutch system is that hard to bleed. I think the reputation is from people trying to pedal bleed it. Any pressure bleeding has always worked for me. I use a bicycle inner tube cut in two, tied off on one end and attached to the master cylinder reservoir with a hose clamp. This has always worked for me, though I have spend a lot of time trying other methods due to the reputation of the system as hard to bleed when the problem was actually a bad part.
I've had a bad brand new in box master cylinder and I've also had a slave cylinder stick in the engage position, which was a weird one.
I don't see how anything could be missing from a clutch job except maybe the TO bearing and it sounds like it's accounted for. How does the pedal feel? Is it soft? If so, and you've pressure bled it, I think it really must be a bad slave cylinder (unless you also replaced the MC in which case I would look at that first).
