If your turbo is taking "seconds" to build up pressure, there is a good chance that you have a leak somewhere in the intake path. Likely candidates are the brass nipples that connect rubber hoses to the underside of the intake manifold - if they are loose, clean both sides thoroughly with a solvent cleaner (things get oily), dry, then glue them back in with JB Weld.
The Garrett turbo is smaller than the Mitsubishi and should spool up faster - but lower final boost.
