Refilling the power steering reservoir is completely straightforward - unscrew the cap, full up between the MIN and MAX lines on the side. Don't do this while the engine is running! You can use generic power steering fluid suitable for GM cars - that's who made the system (Saginaw Steering).
You can try to very carefully tighten the clamps on both hoses where they attach to the reservoir - first spray with penetrating oil and try loosening the clamps to get them moving, then try tightening. BE VERY CAREFUL, as they are attached to small plastic nipples on what is now brittle plastic that is easily cracked. If this doesn't work, you can buy a replacement reservoir inexpensively on eBay.
