Spec is 3 bar, +0.25/-0.15 = 43psi +3.6 or -2.3. Permissible tolerance in a shop environment assuming tools aren't perfect, is 5%. The FPR has to be reading atmosphere. the line between it and the manifold should be removed and the manifold should be plugged.
Is he seeing any erosion on the plugs? Is he using any fuel additives?
