Unfortunately those are not standard-type PCMCIA flash cards like laptops used to use, they are linear flash cards. Only certain laptop hardware is compatible with them:

The cardwriter.exe program should run fine on Windows 7 64-bit. Not sure about Win98 though it may work. It's TIS2000 that requires a 32-bit OS, preferably Windows XP, and I don't think that's needed for anything on the 9000.
