89 9000 seat belt problem

In the process of removing the two rear trim panels that cover the inside of the rear roof posts (for recovering)both of my rear seat belts had to be unbolted so that the panel could be completley detatched. While this was being done they both retracted right down to the seat and now will not release so that they can be bolted back on. Is there some special trick for making them retract? Tell me they don't have to be taken apart to release! Please help!
