I have a '92 9000 Turbo as well and have identical problems. The seats are addressed in the FAQ section of this site and the ACC- well, that one I don't know. Sorry.
If you find that the culprit in your seat is the element and you find a part that is non-dealer, let me know. I just priced one today and the element is about $100. If you find it is the switch, (the switch on the dash that regulates the level of heat) that's another $76/per (I think). If you decide to test for yourself, and if you find someone that can tell you the correct readings for the switch at the different pin selectors, I would like to know that as well. (I bet you could take it to an electrical shop and they could quickly tell.) (The dealer wanted .5 hrs to test the switches. Boy, it only takes about ten seconds per!
Just for grins, I took the seat out (very easy) and tested for continuity. The seatback was fine but my seatbottom was not. I had no way of properly testing the dc voltage as the switch could be suspect on mine (as well as the element). I actually thought about hot jumping the power source (bypassing the switch) but thought better of it. I digress. Good luck and let me know on those parts if you get lucky. Thanks.
