turbo/apc - how does it work?

My car is an old '87, but it has a turbo. Over the last few months I've disconnected the battery a number of times. When I first bought it I noticed that there was a real "kick in the pants" when sustained gas pedal pressure was exerted. I assume this was the fun end of "turbo-lag." This was most often noticed in 2nd or 3rd gear while accelerating to highway speed.

Recently I havn't noticed this phenomenon as much. As I said before the car is old - I suspect some parts may be broken on the basis of age, but I don't know where to start looking to find where my turbocharged power went. I currently use 87 gas (seems appropriate for an '87 turbo). Is there any sort of electronic mapping that occurs in the Bosch LH-Jetronic system which would be erased by the frequent battery unconnecting?

I don't understand how comprehensive the Jetronic/APC system is - any description of its function would be wonderful. In addition, cheap turbofixes would be appreciated. The wastegate valve is questionable - turbo kicked in today but would go no higher than half the yellow marking - how can I up this? Plugs are NGK and are correctly gapped.
