I had a similar problem way back on one of my CIS Saabs. Turned out to be the fuel pressure accumulator. This device maintains pressure in the fuel lines after the pump is shut off, and the metering plate drops and shuts off the injectors. This is critical for warm starts, as the CIS system will "vapor lock" (yes, it can happen on an injected car) until it cools down again.
In a metal tank 99, it is bolted to the left side of the tank.
