74 99/ hard to start

What am I missing here?
Here it goes:
Strange problem. 74 99 is hard to start. Cranking is a crank crank, pause...crank crank- pause- then a slower crank crank- and the battery commences to run down.
I am getting 12.5 volts at the battery, yet when I turn the key to the ignition run position, and measure the voltage- it is 11.8 volts.
So, I clean the battery terminals/ starter connections, clean the electrical connectors.
Still the same. So, I began thinking, perhaps the coil is not receiving 12 volts? This 99 model has a resistor at the coil, where a wire from the starter sends the 12 volt to the coil, before it is reduced when the starter is turned off.
Ok, I tap my positive probe of the voltmeter, onto the wire that comes from the starter to the coil. I then hold the negative probe of the voltmeter to ground- with intentions of reading the voltage, as I crank the starter. The moment I cranked the starter- the engine fired! It only fires if I attached the voltmeter as typed above.
Any ideas? thanks
