Sounds like a very interesting car! To my knowledge, the factory never made a 16V CIS car, so you are dealing with something "one-off". Sounds like perhaps someone put a later engine in the car but kept the original fuel injection system. Is it a US-spec car originally? What year?
In any event, you are in for an interesting learning experience with CIS - I suggest that you really take the time to school yourself in detail on how the whole system works, what each part does, what the effects of various problems are, etc. Unfortunately a "parts swapping" approach to diagnosing/repairing CIS has proven to be frustrating, expensive, and not very successful.
That said, I would first drain out the gas tank and then get a couple of gallons of fresh fuel in there. Disconnect the fuel return line from the filter (and make sure that it is open and able to flow fuel freely back to the tank - there is a check valve in the line near the tank depending on the year). If you are lucky it's a '79 car with a steel gas tank and you can just disconnect the return line (screw clamp) right where it enters the tank and put that in a pan. Then run the pump and that should allow you to flush the primary fuel supply loop and to hopefully get any gunk out of there. You might want to try some Techron in there - it's hard to flush out 7 years worth of varnish from a car sitting. You most likely will need to replace the filter afterwards as it will clog up with junk.
Once you are sure that the pump/filter are actually working and pumping clean fuel around the supply/return loop, then the fun will really begin. You will really, really, really need to find somebody with the fuel pressure gauges for servicing CIS. Anybody who works on Saabs, Volvos, Porsches, Mercedes, VWs, etc. from the '80s should have them. Again, I can't stress enough the need to thoroughly understand the functions of all the pieces of the system and really go through it end-to-end.
