Certainly sounds like a cold start problem. In the later models, the K-Jet CIS, the thermal time switch energized the fifth injector at any temp below around 95 degrees F coolant temp. I had a 1971 99, but never had trouble with that part of the system. Did have trouble with it going full rich and wetting the plugs so badly it wouldn't run. I envy you your ride. My 1971 and 1973 were the most fun 99's I had.
