Rest pressure should not fall much below 28 as I recall.
I think you have a leak, likely in one or more injetors.
Pull fuel rail with injectors. Build fuel pressure to 28 by jumpering terminals on fuel pump relay. Then then open injectors by cranking engine and triggering injectors from distributor. See if one or more fuel injectors leaks after the injectors "close". Obviously catch the fuel in something like a clear glass container.
Next place to check is pressure regulator and return line. The return line runs on the dirvers side under the carpet, fairly close to the driver's side door(s). Also ckeck fittings at the pump and where return line goes back into the tank. Check the lines that run to the pump which are accesable from the trunk.
I suspect the leak is an injector which is why your pressure leaks down and you also run rich.
Rock Auto has the injectors for a very reasonable price. Use the 1973 model year when you search for parts. It avoids issues with the September 1974 transition which occured at the factory.
