Sorry for my delayed response.
I always installed the gauge before before the pressure regulator but in line with the pressure regulator. I typically leave the gauge installed all the time.
As for the check valve, I dont think there is one in the pump. I think that came about with CIS. I took a pump apart about 3 years ago. I would call it a centrifugal pump. If you have a doubt, you could pinch of the feed at the pump with vice grips to see if helps maintain rest pressure.
I seem to remember that resting pressure should stay somewhere near the operating pressure.
Leaking cold start valve is another possibility as well.
