Djet fuel pressure/fuel pump

Hi all..
So, finally diagnosed the no start(sometimes) choppy running condition on the 99LE. I connected a fuel pressure gauge. and while the engine was running choppy- the gauge indicated/fluctuated between 26 and 28 psi.
Then I noticed the engine commencing to stammer, monitored the gauge reading indicated twenty, then the needle dropped quickly to zero and the engine cut right off.
Questions:
Should the fuel pressure gauge display a solid, steady 28 psi, or it a bit of fluctuating normal?
Secondly, could a clogged fuel filter cause this type of behavior? The car sat for a long time, so I pondered if the tank has crud,
Thirdly, where on this planet can I obtain a fuel pump for d jet system? or can an aftermarket pump work just as well..Sources?
