The obvious guess is the pump is too low.

I measured my assembly between the bottom of the pump -- the largest diameter part -- not including the small diameter connector to the bellows. Let me know if this doesn't make sense and I'll draw a picture. It is 2 3/4" from this to the bottom of the pickup, which, when in the tank, should be very close to the bottom of the tank.

My pump is the original. Bosch number 0580254978.
