Remember that the hubs changed in 1988, so any wheels from 1988 and later won't fit the 99 hubs. That said, if you find a wheel with the same bolt pattern and offset it should work.
99s do have the same rear axle centering issues as 900s, you will rub on one side (usually left) before the other.
I have used 195 tires with no problem, 205s you will likely start to see some rubbing. Others have claimed to run wider than that, it's up to the rear axle alignment in your car and your personal tolerance for things rubbing under various conditions.
I don't have any experience with lowering.
