There is no real "relay" but I suppose if you are talking about the heater valve, they can be a bear to replace or even find a replacement. If the Owner gets heat by going under the hood though, I'm guessing this isn't the problem. The plastic thingy is the control cluster in the dash, and they do break. You can remove the gauge cluster dash pad and then remove the screw on that side that holds the dash "tray" in place just above the heater control knobs. That way, when you need to adjust the heat, you can simply lift that tray up on one side and pull the cable with your fingers. This is the "last resort" method as those controls are available. Most of us horde them up because they do break and they are getting hard to find, but they aren't impossible to find. In the NW they are more readily available (relatively speaking of course) because there are quite a few 99s and the sun hasn't cooked every piece of plastic in the car. I would guess the NE to offer the same. Someone will probably have one to sell...I might but I don't even know what I have any more as I'm pretty far from my little stash of parts. Sometimes those controls are broken in different places and control that is broken differently from yours will solve your problem as they can be disassembled somewhat.

Good luck, having this project in the NW is better than, say, having the same project in South Carolina as there are apparently 2 of us openly driving (or wanting to drive...sorry Scott) 99s around. The seattle area and the Portland area has a pretty good 99 population. Boise, Idaho has a good slew of 99s as well. My current 99 came from near port townsend. you Should find all the help you need as well as the parts you need before taking your trip to texas. Good luck.
