De-Rusting 99's

I'm hoping to start my 99 project over this winter and had some q's for you who have restored them before.
The 99 I have, 2dr notch, has some rust around both rear wheels and one front arch. I'm not sure how much more there is, but on the drivers side, there is a small hole in the lower body. Otherwise the car is straight.
Is it usually better to search for a rust free shell or to cut out the old metal and weld in new? I'm imagining the welding route would be much more expensive (either car i'll have repainted). What have you done?
Any good sources for body pannels still if I were to cut out and replace?
