...which will give a good grip on the square head of the adjuster (assuming previous owners haven't boogered it up too badly by turning with pliers etc.)
I don't remember the exact size and I don't have my toolbox handy to go look, but you could measure and take it from there. I got my 8-pt socket at Sears.
I'd keep trying the penetrating oil before I do anything more drastic. Once you get it loose, you'll probably want to take it all the way out and clean it up before reinstalling; if so, remember that it comes out from the BRAKE side, not the back (in other words, you have to screw it IN until it comes out pointy end first.)
