I am not sure about Saab, but I would assume the following is true (if anyone else knows please inform me). There is a valve that opens and closes to allow collant to go to the heater core. If the heater is off the valve is closed, when it is on it opens. IF that is stuck closed or slightly open (or the cable/connection to control the valve is broken) then little hot fuild will get to the core and thus no heat. The valve could be on the hose in the engine compartment or it could be in the passager cablin. I don't know. I just know that I had this problem several time on various other cars.
