So I tried to diagnose the problem as best as I could. First locate the compressor -- no small feat ! I pulled the plastic panels from under the car to get as close as I could, and I located the little wire connection that some folks have found disconnected or corroded. I have no idea how I could access this connection without special tools, so I just verified that it "looked" okay. Next step, locate the evaporator. No luck. I know it's somewhere between the engine and the dashboard, but I gave up. I decided the best way to test the pressure switch was to check the pressure. So I went by the parts store and saw an item I had never noticed before : a can of refrigerant with a pressure gauge and fittings attached for only $21. So the course was clear. I bought the refrigerant, hooked it up to the (thankfully) easily accessible low-side port, and indeed got a very low reading. Then I just held down the spray button for a few seconds at a time, and -- like clockwork -- I heard the A/C clutch when the pressure came into range. I kept charging until about 35 PSI, and things have been cool ever since. Now the only question is : is there a leak ? Fortunately, this one is easy. As long as the A/C keeps working, I'll assume the answer is "No."

I realize that, as pointed out by someone in this thread, this is not the ideal approach -- there might be problems w/ gaskets or other issues w/ the system, but for me it's a matter of $$$. Having a working A/C is definitely worth $21, but if the price goes up to the multi-$100, I think I'd just go without.
