I'm not sure about the check valve, but assuming it's true that part of the system wasn't brought down to full vacuum, then no amount of charging will make up for it. When the refrigerant is compressed and cooled, it turns into a liquid. Do the same with air and you've got ... compressed air. The pressure of the cooled liquid will be "very" low, but the pressure of the compressed air will only be "slightly" low. So, assuming the starting condition was that there was air in the high pressure part of the circuit, then after a few moments operation, even without adding any refrigerant, there should be a considerable low side pressure. If this is the case, it explains why only a small part of a normal R134 charge was needed to get up to full low-side pressure.
Incidently, this makes me think. Apart from trivial details like the environment and safety, it seems like a little release valve on the high side would make charging a snap. Just open it up and let any trapped air leak out until liquid refrigerant started shooting out. Kind of like a doctor squirting the air out of a syringe. Normally, seperating two dissimilar chemicals is a real chore, but when one is liquid and the other is gas its easy.
Hmmm, off to patent the idea and make my millions....
