When boost control solenoids go bad, no CEL sometimes?

I've recently developed a case of limited boost in my '01 SE. Originally I was fuming mad because I thought I was a victim of the gas station selling lower octane fuel as 93 but I don't think that's the case any longer.
Here's what I started seeing almost immedeately after putting $20 worth of 93 into the tank:
Car boosted normally during a 3rd gear WOT pull until about 4500 rpm then stuttered and cut power significantly--meanwhile, my wide band A/F gauge indicated a suddenly rich condition. After that it would only boost to about 10 psi on my external boost gauge running about stoic in A/F. So, I ran the tank down, refilled with a few gallons of 93 from a different place and still saw the same symptoms. So next I changed the plugs. This time I paid a little better attention to what was going-on and noticed that during hard adaption runs, it will attempt to boost closer to 14.7 psi, start to over-shoot, and then actually open the blow off valve while I'm still at WOT.
My current guess is that the boost control solenoid is bad and I'm going in that direction. But according to WIS, depending upon what is wrong with the solenoid (if anything), it will trigger a CEL. I'm not seeing a CEL.
For those who have had solenoid control valve (BPC) problems in the past, did you get a check engine light? I think it's interesting that the car is actually opening the blow off valve during WOT because I didn't know it would ever do that. The blow off valve is operating normally while tooling around so I don't think that's the problem, but that's next on the list to check. And after that is the MAF.
Any thoughts appreciated!
