I have 2000 9-3 and never had a problem like this until this winter. It first happened while visiting relatives over the holidays when parked on a driveway with a very slight grade. Thought at first something was really messed up with the parking brake until the temperature warmed up enough so it could release. It has happened several other time since then, but I have tried to use the parking brake less during this last cold snap (down to the teens at night here in North Carolina).
As others have said, it seems to be something has changed in terms of the seals around the cable or grime/rust. I will probably have my local indy shop give the whole cable assembly a look in the next few weeks to see if anything needs to be replaced. (After 10 years and 250,000+ miles, it would not surprise me.)
