The 1999-2002 years were the first years for the 9-3 and they are discussed on the "NG900 and OG93" board here. (OG93 = original generation 9-3...this board for the 9-3 Sport Sedan which was the new version of the 9-3 beginning in 2003.) Lots of 1999 9-3 owners over there can give you lots of information.
But, as long as you are here :-), I own a 2000 9-3 2.0 turbo that I bought new and I have been very happy with it. If the one you are looking at has been well cared for with routine oil changes (preferably synthetic) every 5,000 miles and routine service at the major service intervals, then it should be in good shape. Mine is 156,000 and still going strong on the original clutch and turbo (well, after the turbo was replaced early on under warranty due to a faulty gasket). The 1999-2002 9-3 has had some sludge issues, but that is usually due to not changing the oil regularly. If there is a good record of service, and a trained Saab mechanic says it is in good shape, you should be OK.
