I have a 2000 9-3 5-door (the base, not the SE model), and it was NOT pre-wired for trailer wiring. I have not heard that the SE model was pre-wired either. Did your 9-3 originally come with a hitch? If it was installed by the dealer, then perhaps it was wired at that time and the cable is tucked in to the hatch area somewhere (or perhaps the hitch was added, but wiring was never added.
I installed a hitch from e-trailer.com on my 9-3 a little over a year ago and had to also purchase a wiring kit that had to patch into the brake light and turn-signal wires, and then also run wire under the car to connect up to the battery. If you do not want to do something like that yourself, any local place that would install hitches would be able to add the wiring for you.
As for removing the liner in the hatch area, the liner just tucks under the rubber seal around the base of the hatch above the bumper. On the sides of the hatch opening, you may need to remove small plastic screws that hold part of the liner trim in place. To pull it back on the sides of the interior of the hatch, you need to remove some or all of the screws on the plastic trim pieces that surround the rear speakers as they also go through the hatch liner to hold it in place. Once those screws are removed, you can pull the liner back from the edges, and when done, you can push it back in and replace the screws. If there is wiring for a hitch already in your 9-3 and it is not sitting in the hatch, it would likely be under the liner material along the edge above the bumper.
