You can steer the car without power steering, especially when the car is moving. I inadverdantly had first-hand experience with that on my 9-5 wagon (600lbs heavier than OG9-3) when the serpentine belt broke in the middle of the night, and I didn't know what happened after the valet retrieved the car for me . . . only felt the power steering becoming a lot heavier.

It's not a good idea to let the power steering run dry, as the power steering pump relies on fluid for cooling.

Pentossin is designed for long-term stability. If you are willing to change fluid every 30k miles or so, high quality Dexron-III ATF and power steering fluid would do just fine. Pentossin however does claim that its CHF11s PS fluid is not compatible with any other fluid, so you may have to flush the system one way or the other at some point, either all-Pentossin or all Dexron-III (don't forget to change fluid down the road if you choose the latter).
