Saab engines traditionally last forever. And I don't think the current engines are an exception.
That mileage isn't actually all that high. The car could be up to 2.5 years old if it's an early '99. They came out in May 1998. That's about 33K a year, give or take. Like Rafe said, it's likely all highway mileage, which is good.
Make sure you test drive it and go test drive a new one. Then report your findings here. I'm curious as how 9-3s feel after that many miles. If the '99 feels about as solid and strong as the 2000 model, I'd go for it.
How does it look? How did the interior trim hold up? The paint? The seats? Does it rattle? How's the engine feel?
Make sure you look at things like the tires to make sure everything has been replaced with quality parts. If the tires say Pep Boys on them, look elsewhere. If they'ree clean Michelins, it's probably been well cared for.
