My response is based on only 6 months ownership of a '00 93 CV. Based on my inspection the liner is held in place by some fasteners around the edge, but chiefly by elastic tape. It's the tape that supplies the tension to make the liner look smooth and fitted, without sags from inside of the car. The PO of my car, had a convertible top shop, "adjust and tighten" the elastic tapes and this improved the interior fit and appearance. Search on line for a video of DIY top removal in which they show how to take out the liner.
I have no explanation on the ingress point(s) of the water you mention. Perhaps a strong pressure hose spray and close observation will show how its getting in. Good Luck.
