If not occurring when ACC is completely shut down, that should eliminate those motors as culprits. Accessing them is time consuming so you probably want to continue trying to isolate the sound and conditions before going there. You'll need to remove the center console and duct work, and probably the glove box. Lots of plastic things involved, so this is warm weather work. Search this board for 'air distribution' and maybe something like 'air vents,' there have been related threads.
If you do pull apart the console, take the opportunity to check your heater core o-rings for leaks, and be prepared to renew them. If draining the cooling system isn't a big deal for you it's definitely worth replacing them preventively while you're in there.
