Clean the area on the exterior well, make sure it's dry, wipe it down with alcohol. Then just run a bead of silicone around the lower half of that round black gasket thing, smooth it with a finger. Let it cure for a day or so and then test it--pull away the rug in the hatch, squirt some water in the fuel filler area. I have to make a point of drying that little pool when I wash the car, the seal holds so well. Not a great design when you have to choose between letting water pool there or leak inside...
