Electrical (Fuse?) Question

I was just thinking of how much I love my car, it is slowly getting broken-in and has great performance (~11K miles).
Now I just noticed two things, and they are very nitpicky and I'm not sure that I even care about either of them, but at some point I should resove them, esp if they will lead to other things going.
1)My front seat warmers don't seem to work. They definitely worked at one time, but not now. I used the seat warmers when I first got the car and it was cold out (nearly a year ago... maybe 8 months), and also I used them recently in the heat as well (as a joke my friends and I will turn on each other's seat warmers when not looking... ha ha). I looked in the manual and it says they won't come on if the temperature is over X degress (I don't remember what X would be, but it was reasonable, 70 something I think). Well, the summer turn on certainly still was activated leading to very hot seats, even if it was 90 out.
Now though, it is cold out and I get to my car and want to turn them on. So I start up the car and press in the button and notice that the light for it goes off (normally when you start the car, the symbol for it is lit at some level, then when you press it in it gets brighter - not it turns off). Then after waiting awhile, no warmer. Okay, fine, I can do without seat warmers, pretty minor.
Then today at lunch I noticed another thing:
2)I was piling coworkers into the car to head out for pizza and wanted to move my seat up to make room for the guy behind me. I remember on previous days when trying this I didn't even need the key in the ignition and I could move the seat up, I remember being suprised that I could do that... today, couldn't do it, but it worked fine once the ignition was activated.

So neither of these things are anything at all that bother me really, and I can totally live without either of them.
What worries me is that if they are related, what else is related that I haven't noticed yet? I saw that the front seat warmers are fuse 20, but I didn't check or change fuse 20 b/c I'd like to know first if that i the likely problem. and is the moving seat part of that same fuse? what casues a fuse to blow - age or something else (my car isn't exactly old)?

Should I just buy the fuse myself and install it (no big deal), or should I bring it into the dealer for something bigger? (although that means more work b/c I'm not going back to the dealer that sold me my car, they have continually dissapointed me with little things)

Any help would be great - like I said, this is all very minor but the little things add up.
