When are you expecting to hear the low speed fan come on? The only time my '97 will turn on the low speed fan is in the summer after driving around. When I turn the car off, the low speed fan will usually run for a couple of minutes after the ignition is turned off, but that's the only time I ever hear the fan run on low speed.
