My 1999 9-3 cylinder was having random failure to pop up all the way at shut off. Not very high miles 135XXX. I read that it needs to be cleaned. I took it out and soaked it in solvent. It locked up. Would not turn. Got a TWICE with a matched key from a friend. Figured it would be good to clean it before installing it. Soaked it in solvent. It locked up. Sent the OE cylinder to Scanwest. It came back better than I remember. All good now. Used the same console and electrical switch. I'm not good on this detail but I think there is a spring loaded pawl that wears but will still function with the factory grease. When the grease goes away it binds. Scanwest does something with that system. Maybe someone will jump in and provide more clarity on this. The cylinder service is a little shy of $100. If I had the your situation I'd pull the console and cut out the cylinder. Then send it to Scanwest for service. Get another console shell and put it back. Otherwise it's replace the console, TWICE, cylinder and key. Then you have two different keys. It's my understanding the factory lock cylinder is greased on the bottom end and that's needed for spring loaded pawl noted above.The dry graphite is for the upper part of the cylinder where it meshed with the key. My cylinder came back from Scanwest with obvious grease on the lower end of the cylinder.
