Since no one else has answered yet I'll just say that first, I have no experience with this problem, not yet anyway, and I've always used just powdered graphite. But on a job long ago I had to open many old locks on old buildings. Maybe the silicone knocked dirt loose or accumulated the dirt over time. I'd probably try heating the key after jiggling it in various directions, they can be finicky and sometimes you just have to get the key in the right position with the right pressure. If you can get it to move to the OFF position, then you can release the catch at the base and pull the cylinder out.
