If you removed the motor and applied power to it and nothing happened, then I'd be suspecting the motor (though perhaps giving it a good tap might solve the issue.)
I would NOT expect your test light to light in the situation you described, because if the trunk is already in the open position, the motor normally does not "click" if power is sent to it.
Can you close the trunk (onto the test light's wires) and have your test light dangling out onto the bumper, and then, while standing behind the car, try opening the trunk with the remote and see if the test light illuminates momentarily? If it does, then the relay is fine, power is getting to the motor as it should, and likely the motor needs help.
