The diodes tested at less than 0.5 VAC, so I rechecked all the circuits.
When I pulled fuse #23, the current dropped to 0.1 amp - turns out it was OnStar!
Unfortunately fuse #23 also controls the convertible's roof electronics so I couldn't leave this fuse pulled.
I went into the trunk and unplugged all the OnStar stuff, and now things seem better.
0.1 amp is still a bit too high (I believe it should be 0.03 amps ideally) but I can live with that.
