Fuse for Wipers keep blowing,

I have a 95 900setc. The problem I had has "fixed" itself, but I want to find out what caused it. The fuse in the interior fuse panel, that is used for the Windshield wiper motor, reverse lights, and headlamp leveling system(I don't the leveling system), blew. I replaced the fuse and it blew again. The fuse blew as soon as I turned the ignition to II or ACC. The wipers were off. If the ignition was off the fuse did not blow. No other fuse had blown, anywhere. I disconnected the wiring harness from the windshield wiper motor and from the reverse lights. I put in a new fuse, turned the ignition on and it blew again. The only thing I can think of that may have temporarily fixed the problem is.... I flipped down the interior relay box in the left side of the drivers footwell. I removed each gray relay, not the white ones that said Hella, I turned the ignition on and the fuse still blew. I then checked the obvious pinch and wear points on the wiring and found nothing. I went back and removed the two white relays, that were labeled "hella" (I associate Hella with lighting, that is why I did not remove them before.) Now the fuse did not blow when I turned the ignition on. I put the relays back one by one, alternating, trying to determine if one was bad. The fuse never blew again. I re-installed the other gray relays, the fuse still did not blow. I put everything back and still have not problems. Any idea of what could have or is causing this??? Thanks in advance. I just don't want my wipers to stop on the way home.
regards,
Bryan C
