98 900 SE Tach and other Problems

I recently purchased the car w/ 68k miles and I do like it. There are a few issues with it that I would like to resolve.
1. The tachometer malfunctions and goes to about 2800 rpms and won't move until you give the dash a good whack or it decides to work again on it's own terms. I took the bottom dash panel off and tried to check the connections but I could see very little and don't think I found the connector into the tach. Is this a tach problem or connector problem, where could I check this?
2. I noticed a noise after driving that sounded like a fan or something circulating. I thought it was circulating water through the turbo but recently I haven't noticed the noise. Is there a circulator or fan for the turbo after the car is shut off? If this thing exists should it always run after the car is shut off.
