You don't have to take the cover off (assuming that the foglight has only two bolts at the upper end to hold it in place). I'm not 100% sure I did not neglect to put a 3rd bolt on the foglight the last time I replaced the bulb.

Anyway, just remove the two bolts for the foglight housing above the front glass of the foglight. Put the bolts aside. Let the foglight housing gently fall in. The plastic cover will keep it from falling to the ground. Reach in and turn the housing around so you can access the rear of the housing, remove the 1? screw and change the bulb. You will have to remove the appropriate cornering light (one screw near the headlight) to reach in and hold the foglight housing in place while you screw the two bolts on the foglight back into place.

This is much easier than removing the cover whose holes I have found somewhat difficult to get to line up when you screw the numerous screws back in.
